How do you beat Caroline Adventure 2?

Caroline Adventures 2 is an online puzzle game. Figuring out the puzzles in the first two rooms you obtain a key, use it for room 3. In room 3, get the dog whistle and combine it with the balloons, use the scissors to cut the dog's rope and use the whistle and balloons. Now you can get the teddy bear.
