Water in passinger footwell 1999 c180 merc?

The little (normally black) rubber hose that leads from the pan that water that condensates gathers in, under the dash, is either disconnected (happens frequently when foot hits it), or came out of the hole it exits, or the drain is clogged (maybe by a spider web or such). Should take 2 mins to figure out and fix.
