What comment does Effie make about Peeta and Katniss' manner?

In chapter 3 Effie's comment is "At least, you two have decent manners," Effie goes on to describe how her two tributes last year ate. This comment angers Katniss and she eats the rest of the meal with her fingers and wipes her hands on the tablecloth.
