What is Assels' reputation out of town in The Kite Runner?

I'm assume you are talking about Assef. Assef has a pretty normal reputation and is seen as a good boy. But, as you learn more about him you realise that it is just a facade for his craziness, Later when his true self is shown it is obvious his is a power hungry, evil person.
