Does the timing belt on a Honda accord need changing?

Positively. Honda engines with a cam belt are interference engines. As such, if the belt breaks serious engine damage will occur that will cost you plenty to repair. You fail to list the year so I cannot tell you when to change it. Look in your owner's manual or call you local Honda dealer.
