A simple solar fence should have a DC to AC converter. In otherwards, it will have an Oscillator which works on dc and the out put of the oscillator will be fed to a step-up transformer. Since, the signal is PWM one, we get a rapid burst of signals of smaller duration which gives sufficient enough shock to drove away the person/animal coming in contact with the fence
