Why some countries in Europe are not in the European Union?

1. Some 'micro' countries, like Liechtenstein, think they are better off as tax havens.

2. Some, like Norway, see some kind of threat from membership.

3. Some countries in Eastern Europe and the Balkans (such as Ukraine, Albania, Moldova) are too out of step economically.
