How do you unlock the steering wheel on a 1970 bug?

when your steering wheel locks it pushes in one direction, if you turn itone way it will stay solid and if you turn it the other way it will move slightly

put your key in the ignition and try to turn it while trying to turn the wheel, you will find a spot when it clicks and its unlocked and you can start the car.
