What is the normal salary for an FEMA worker?

I was told that a brand new employee who is disbursed to disaster areas to register those who need help is paid $600.00 per client. I think this is absolutely ridiculous that such a salary should be made out of taxpayers money, paid to those workers who are supposed to be there to help. What about $100/200 a client?
