What does it mean when your dog shakes his head so hard his eyes jiggle?

Frequently it means nothing. Dogs, especially small dogs often shake with no reason. It is called "White Shaker Dog" syndrome or more technically as; idiopathic steriod responsive shaking syndrome. If you are worried about it, seek advice from a licensed vet.
