Where is the directer with the blue hat at in Pokemon crystal?

In Pokémon Crystal, the director with the blue hat is located in the Goldenrod Department Store. You find him in the basement of the store, where he is being held captive by Team Rocket. Once you defeat Team Rocket and rescue him, he rewards you with the Radio Card, which allows you to access the radio feature on your Pokégear.
