What tundra animals are herborvers?

I am not an expert in this but from the query, I would assume that you are referring to plant (herbivores) and animal (carnivores) eating species living in the arctic regions of the world where there is a permafrost condition (top portion of the land thaws while a few feet below the surface remains frozen).
