Why does cigarette lighter on 2004 Jeep Liberty Sport not work but rear AC plug does. Aren't they on the same fuse?

They are not on the same fuse,and some cigarette lighters wont operate unless the engine is running,or key is in acc.position.

Additionally the rear AC plug is directly connected to the engine but the cigarette lighter is not.
