New England had a democratic government. Puritan laws were strict and some even carried the death penalty. Most of the laws were based on religion. Once 21 women were killed for being accused of witchcraft. Hooker settled and wrote the fundamental orders of Connecticut in 1639. They took it from Massachusetts.
