Where will you get strength in Pokemon victory fire?

In Pokémon Victory Fire, you can obtain the Strength HM (Hidden Machine) from a character in the game. Specifically, you'll find it in the Lurking Cave after you defeat the Gym Leader of the previous city. Once you have the HM, you can teach it to a compatible Pokémon to use it outside of battle. This allows you to move boulders blocking your path in various locations throughout the game.
