The legal entities that (among other things) define particular behaviors as unacceptable and punishable are called "laws". They are created by lawmakers, otherwise known as "legislators." These are people in your local, state/provincial and national governments (called members of "congress", or "representatives" and "senators" in the US). In a democracy, they're people that you've elected to the position.
