Is Lord Ashley Cooper a Cologne or aftershave?

I have a bottle and this mans scent stopped being produced many years ago. The label reads: Lord Ashley Cooper Cologne "Charleston" by Caswell-Massey Co LTD. I have had my bottle for years and use very sparingly.
