Change speeds constantly to create space in your rear zone Correct or Incorrect?

If someone's tailgating you, the best thing is to slowly decrease your speed to encourage them to pass you. Changing speeds constantly burns too much fuel, and if no one's back there it doesn't do you any good anyway.
