How is a theocracy government run?

The term theocracy means rule by God. However, we never find a theocracy in which God has actually assumed office in person. Instead, we find theocracies in which some religious leader claims to speak on behalf of God. Since the authority of God is absolute, it follows that those who speak on His behalf also exercise absolute authority. So anyone who disagrees with a theocratic ruler can be executed as a heretic.
