How do you make uncle sam's hat from balloons?

you first take a balloon and fill it with air. then, paste first newspaper on the upper side of the balloon (i.e.leave a little space from bottom) carefully and lightly so that it do not get blasted.paste newspapers till you get a thick surface on the balloon.blast the balloon from the space left in bottom.take the size of your or of anyone's head and cut that accordingly.now you can decorate it by painting colours, by mirrors,etc...hope you will understand this and do it.
