Why does gel fingernail polish slide off after dried?

Any nail technician knows that Gel will never ever dry on its own. The product is designed to be pliable and goes on as a thick liquid but must be cured under a UV lamp of the correct wattage in order to set the product. The product will only ever cure 95%, the other 5% will remain as a sticky residue on the top which must be cleansed with an appropriate product.
