Are Wendy's frosty really ice cream?

Most frosty cones are made from a milk base mix that is put into a machine that mixes and freezes the mix. It starts out as a liquid and is very thick when placed in the frosty machine. The machine has blades that turn the mix into a frozen treat. When working my way through college I worked and cleaned these machines.
