What bird actually provides the iconic cry often associated with bald eagles in the U.S.?

The general term is a mew. In England, I often hear and then view common buzzards slowly circling high above me (they have a nesting site nearby). Their mew is what draws me to their presence. As to American Birds of Prey of eagle size, they all tend to be similar in sound (a mew).
