How do you get Jirachi in Pokemon diamond with an action replay DS cheat code?

Make sure you have an empty slot in your party Pokemon, and go the Oreburgh Mining Museum. Press select+L+R and talk to the guy behind the counter. He will give you the Pokemon depending on which variables you enter. It will be level 20, so be sure to level it up!

Or, you can go to www.ask.com (TM) and search "What is the action replay code to get any Pokemon from the Oreburgh Mining Museum" and you will get to see the variables for EVERY Pokemon there is. Good Luck!
