Where do you find the weatherman in route 119 on Pokemon emerald to get Groudon?

He's where you left him in the Weather Tower, in the top floor in the top left corner. He'll tell you that there's some strange drought on a certain route. Fly to the route he tells you and search in the grass there to find Groudon.
