You must file a return, (which sort implies you must be a taxpayer, or at least subject to them), to get a refund. If they claimed you, it's because they provide most of your support.

So, if your 21 and sponging off your folks...no, you don't get an extra allowance to spend from the rest of us too! (No biggie....just use Dads credit card an extra time or two to make up for it).
