From my experience, yes. The dorsal fin of a fish, such as a sunny, are comprised of spines to hold the fin erect. They are very sharp, and can be painful to grab onto. However, if you smooth the dorsal fin down (by starting at the edge closest to the head when grabbing hold and sliding the fin down with your hand towards the tail) you should be okay.
