Why do people who drive Toyota's Prius drive 5-10 mph UNDER the speed limit?

This is a flawed question. The Prius does not dictate what speed its drivers operate the vehicle. Many owners are attempting to get the most miles per gallon, and driving under the posted speed limit can assist in achieving this goal.
