???The US has never minted a silver 1¢ coin. In 1902 the dime was the smallest denomination of circulating silver coinage. In all likelihood it's an ordinary Indian Head penny that someone plated for use in a piece of jewelry. That was and still is a very common practice because the coin has such an impressive design.
