Whenever such a major disaster happens it forces people and governments to reform policies and regulations and rethink the systems in place to deal with long-term public health effects.
One result is a push to reform the crisis management system, making boundaries between responsibilities of local and national governments and the operators clear, and establishing clear chain of command in emergency situations.
There are always lessons in such events to be better prepared next time.
