You might have a condition called alopecia areata. This is a condition where hair will not grow in certain areas.
If it does not correct itself with a month or so, consult your doctor. He may have more insight as to what the problem is. There might be a hormonal imbalance that is merely a personal trait (or family one..talk to your male relatives), or a delayed hormone thing.
It is not something that can be determined by the net. Your doctor will have tests to find out what the issue is. Do this because the lack of pubic hair might indicate something else and only your doctor can determine for sure. Sometimes an odd situation can lead to other solutions to problems you didn't know you had.
