Why people in developed or industrialized countries is more appreciative in reading than people in the peasant counties?

well for me, i believe that the main reason why people in industrialized countries are more appreciative in reading is that they have an advanced and higher level of instructional and reading materials which they could use in mastering their reading skills.as well as they have a more advanced level of lessons which would help them upgrade their mastery in reading.
