Yes. ATMs are not like banks and are not closed on public and national holidays like Veterans Day. So, you can very well use the ATM on Veterans Day. However, a point to note is that, since it is a holiday, the machine may not have enough funds to meet all cash withdrawal requirements and you may get transaction declined for withdrawal transactions because the machine may run out of cash.
