Frogs don't like to be totally in water for a long period of time. They must be able to climb out of the water, live on the soil and rocks, or float at the surface. They could drown if made to stay underwater. When a tadpole changes to a frog, he grows lungs and needs to breath air. Most frogs are terrestrial and only live in water a few days per year.
