Why would the engine RPM in a 1994 Nissan Altima go up and down in hot weather but be OK in cold weather?

It could possibly be a bad Idle Air Control valve. It is located on the back side of the motor, just beneath the intake manifold on the passenger side. Or it could be the Inlet Air Temperature sensor located on the air filter to throtle body duct.
