There is an electrical charge going through the water when this happens, you can also get this from a broken heater. But the turtles are not affected because they are not grounded. Its the same thing as having a live wire lay across your car, the tires insulate you. You should remove the lamp as quickly as possible because of toxins, taking care that you don't ground yourself or you will get the shock. unplug the lamp first then remove it. Usually good to do a complete water change after this in case any toxins are left in the water. your turtle could get shocke dfrom the light. just think of it if your in the bathtub and a light fell in- you would get shocked! jut dont let it happen
