Who is stronger Cell or Super Buu?

Super Buu who is the most powerful non-fusion Buu after Kid Buu could easily slaughter an army of SSJ2's like Fat Buu (who can do the same, though not in as much a wide margin). SSJ2>>>Perfect Cell anyday. However, Super Perfect Cell = SSJ2. But an ARMY of SSJ2's is inferior to Fat Buu alone, as stated by Goku.
