Cement sand aggregate Variation in Batching Plant?

As per ASTMC94/C94M clause-8 the permissible variation of concrete ingredients as follows-

Cement and cement and mineral admixtures (or cementitious material)-0 to +4%

Aggregates cumulative- +/- 3%

Admixture and water- +/- 3%
