How do you break the white rock in pokemon emerald?

It is not possible to break the white rock in Pokémon Emerald. The white rock was a popular source of rumors due to its' role and location matching the themes of the Pokedex entries of Jirachi and Deoxys which were secret Pokémon only available by distributed events.
