Are safety standards inefficiently strict

There are a great many safety standards and it is not possible to paint all safety standards everywhere with the same brush. Some standards probably are so strict as to cause inefficiency in some processes. That may be necessary to prevent deaths or serious injuries, or it may not, depending on the particular situation. Other standards may be so lax as to have no impact, or even to leave clear hazards unaddressed.
