Domestic cats are highly predatorial, wary, inquisitive but not very persistent creatures by nature when an easier meal is available. It is more of a play and curiOSity scenario rather than a full attack, and may only last a few seconds to a couple of minutes, then it usually looks for more mischief to get up to after a short nap.

A Terrapin has a very hard shell and is usually sufficiently protected from most household cat attacks by tightly squeezing itself inside its' shell.

Some cats on the very rare occasion, have been known to persist for long periods and use their claws to dig inside the shell to eventually get a hold on some fleshy part, and may eventually make the poor terrapin stressed enough to lose its struggle to remain tightly packed in its shell. So the answer is unlikely, but possible, as most cats lose interest very quickly.

A larger cat such as a Jaguar and bigger, would have more success due to their larger size and more powerful bite to enable them to crush the shell. Jaguars have been documented eating tortoises on many occassions.
