There aren't really any "parts" - when you're writing a prompt for someone else to write for, you want to stimulate their imagination. Here are some things that I use for writing prompts:
a question that makes them think about what they or their characters would do
a photo that makes them think
a Word or phrase that they have to write a short piece about
a topic that they have to write a short piece about
