Opinion # 1I think the US government should continue to encourage education regarding Integrated Pest Management (IPM) as opposed to incentivizing it. First, many farmers are already switching to IPM principles as they learn about the benefits. Farmers normally are very conscious about their stewardship of the land, and when they are shown the benefits, both environmental and economic, they frequently start making the change on their own without any further incentive. Second, there are many people in this country who are so against "farm subsidies" that this idea would be extremely unlikely to pass muster with the general population. The best example of this opposition is the Conservation Reserve Program (CRP), a program of the US Department of Agriculture in which farmers get paid comparatively small amounts of money to take environmentally-sensitive land out of production. This program has made huge strides in farmland conservation for comparatively little cost to taxpayers, yet is strangely opposed by many who simultaneously lambaste farmers for not taking care of the land.
