A cypher is a circle of MCs and lyricists who take it in turns to rap lyrics. Sometimes this is with pre-written lyrics, but classically it is freestyle. However Mac Miller is using this Word as a metaphor - the "cypher" he refers to on this track is actually his outfit. And as the lyrics state, Mac Miller is all about "Nike, Nike, Nike, Nike, Nike, Nike, Nikes." Therefore, he is saying that his sneakers complete his outfit.

You may or may not know that he has partially borrowed this concept from "The World Is Yours" by Nas, who originally said "Suede Tims [i.e. Timberland boots] on my feet keep my cypher complete"
