Who is better Ho-oh or lugia?

they are pretty much the same , as you might know Pokemon have made two new games ( soul silver + heart gold ) they have made them to welcome the new Pokemon from one of the older Pokemon games ( i personly don't know which ) but they have made the two Pokemon practically the same , normally you would judge them by their HP to tell you how strong they are , but you cant this time as they are the same too . have a look at the pokedex website to see for yourself ( http://www.Pokemon.com/Pokedex/flash.asp )
