Was Saddam Hussein a psychopath

Yes - although officially a diagnosis requires interview by a psychologist/iatrist in most jurisdictions, Saddam (like alltyrants) showed ample evidence of grandiOSity, ruthlessness, lack of empathy, dishonesty, envy, paranoia and, in his dying moments, lack of anxiety.

All these are psychopathic traits. In a developed country he'd either be in jail, or running a hedge fund, one or t'other.
