Is dr franks pain relief spray safe for dogs?

This is hard to determine, since Dr. Frank's Pain Relief Spray doesn't list its ingredients. It appears to be a homeopathic formulation using very dilute tinctures of various herbal preparations.

I would be concerned that it would be a waste of money since these formulations are so dilute, or that one of the plants used in the formulation is not safe for dogs. Examples of this include garlic, onions and lily, all of which are used in various herbal remedies for humans.
