There are a lot of reasons why a woman wouldn't be vocal during sex. If she's not 100% comfortable with her partner or if shes just shy in general she might not want to make noise.

Not everyone makes noise to begin with, although sounds like moaning can be a confirmation that the sex is good, just because she doesn't make noise, doesn't mean she isn't enjoying it anyway.
