  • Because polls are a generally accurate reflection of the opinions of the entire population. Letters are, for the most part, written for the most part because someone - a church leader, or company, or interest group - is making a push. Most people don't write on their own initiative, and politicians know that the number of letters they receive is more indicative of which group has better outreach than it is of which side of the idea is more popular.
