Where in the New Testament does it talk about tattoo's and piercing?

It would be in the Old Testament, Leviticus 19:28 where it says:

Ye shall not make any cuttings in your flesh for the dead, nor print any marks upon you: I am the LORD.

It doesn't specifically say 'tatoo', but that's what it means.
